Win/OS2: Add a definition for in_addr_t as unsigned long.
Both these platforms seem to be missing this type, which is the return type
of the inet_addr() function on Unix and Mac. They just return unsigned long.
Mac and Unix define this as a 32-bit unsigned integer.
